Our QSMI Management Team is built upon senior executives and seasoned leadership with expertise in areas of Agile software engineering, healthcare, IT integration and programming, computer security engineering, intelligence analysis, corporate finance, strategic planning, project delivery and program management. It is stabilized and validated with proven capability through many years of hands on experience .

Sara A. Weniger, CEO

In her role as CEO, Sara is primarily in charge of talent acquisition and management, internal team building, corporate development, and development of QSMI’s services and solutions, as well as managing the company’s executive management team.

In addition, Sara oversees QSMI’s law enforcement, intelligence and security analysis portfolio.

Sara has over 15 years of experience as an analysis professional in positions across the law enforcement, intelligence and security industry.  She has a B.A. degree in Criminal Justice from Old Dominion University, and a M.A. in National Security Policy Studies from the Institute for World Politics.

Carrington V. Thomson, COO

Co-founder and principal officer of QSMI, a successful technology-based services and solutions company.  Carrington has broad experience in all aspects of the start-up and operations of small to mid-sized corporations; business development, customer and partner relations, program management, bids & proposals, and corporate strategy.

He has over 20 years of experience with contracts management, accounting, program management, sales & marketing, gaining corporate financing, and succession planning.

His primary goal is to diversify QSMI’s product and service offering, to develop new lines of business in a time when the government contracting marketplace is in transition.

Mervat G. Mina, Vice-President

Mervat is an accomplished Healthcare executive with a track record of over 20 years of experience in Biotech/Pharmaceutical and Healthcare IT industry. She creates leading-edge customer support solutions tailored to the Healthcare organization’s mission and goals. As an Agile senior manager, she demonstrates her strong program management skills, increasing organizational capacity through streamlining complex processes and helping customers reduce IT costs. Her focus is to deliver robust end-to-end customer support systems using state-of-the-art IT service management framework delivering business results.

Mervat understands life science and the leading–edge technology in healthcare systems. Prior to QSMI, she worked several large industry vendor as Director of Healthcare IT leading various program implementations at CMS and HHS including the Affordable Care Act. She was also Director of Operations for a Biotechnology company providing strong hands-on experience in developing business units, program and product management. Mervat led preclinical oncology research designing and managing experimental protocols on Investigational New Drug (IND) filings and co-authored manuscripts including Clinical Cancer Research, Journal of Virology and Molecular Therapy. Throughout her career she has successfully executed programs and improved operational efficiencies, while prioritizing customer service on every project, for both the public and private sectors.

Mervat holds an MBA in Information Technology Management from Johns Hopkins University Carey Business School and a MS in Physiology. She is a PhD candidate at the University of Nebraska Medical Center where all coursework has been completed.

Beth Harshman, Program Manager

Beth is a highly skilled technical and seasoned professional experienced in information technology and data management, finance and budgeting, and project execution. She has performed full life-cycle management of Agile developed web-based applications including corrective and adaptive software maintenance, configuration management, testing, training, help desk support, database monitoring and administration, and complete system documentation. She maintains a strong functional understanding of the Planning, Programming, Budget and Execution (PPBE) process within the Department of Defense, and offers a firm understanding of data-centric systems and applications.

Beth has been instrumental in the design, development and deployment of a PPBE-based budget and execution application employed by several our DoD clients. Using an Agile approach, she continues to drive software upgrades, technology refresh, and process improvements within the unique regulatory structure and IT operational environments. Her functional knowledge of the PPBE process combined with her deep technical expertise provides an invaluable service to this community. Prior engagements include web-based technologies, business process re-engineering, data migration, information management, and decision support.

Beth has a Bachelor’s of Science degree in Management Science from Virginia Tech and a Master’s of Science degree in Management Information Systems from George Mason University. She has conducted a CMMI Level III evaluation and applies these methods and best practices when managing projects.

John F. Kokernak Jr., IT Director

John is a veteran who previously supported the Intelligence Community and DoD information systems. He is responsible for the operations of the QSMI Corporate Technology Laboratory providing support to projects, R&D, and client requirements. He is CompTIA Security + certified and provides cyber support and consulting in support of specific programs. He manages all Facility Security Administration requirements. John is also an accomplished project manager leading projects in application development, data migration, system engineering, and business-related process improvement.

Previous engagements throughout his professional career include supporting DoD human resources management systems, executive communications and network infrastructures, federal finance programs, international programs and security cooperation research and training, DoD component strategic planning support, and rapid software application development in the early years of Agile.

John earned a Bachelors degree in Foreign Affairs and a Masters degree in Project Management. He has formal training in the CMMI process and led successful certification efforts for several organizations. He is a lifetime member of the American Legion and is actively involved at several levels of the organization.

Ray Boehling, Program Director

Ray is a seasoned business professional with experience in engineering, technology and business management. As Program Director, he provides expertise in strategic planning, corporate organization, process and operations, information management, financial analysis and budgeting. His strong leadership qualities, management skills, and technical expertise are leveraged in dynamic environments to develop strategies, create efficiencies, foster teamwork and drive success for the company and clients alike.

Prior to becoming involved in the Federal and Defense communities, Ray spent his early professional career working for large organizations in nuclear power and transportation construction. More recently, he has brought that experience to small to medium sized contractor firms in executive operations and finance roles as well as supporting start-up, development, and O&M programs in emerging technologies, application development, communications, and organizational transformation.

Ray holds Bachelors and Masters degrees in Engineering from the University of Virginia and a MBA in Finance and Management from Virginia Tech.  He is a Registered Professional Engineer and has experience in CMMI certification.
